It's a expected to follow through with the permitting process of your state whenever you want to do any work on your property. I'm not sure if a permit will be needed for all work needed to be carried out in a house even if it's a minor work. 

What kind of work requires a permit before it's done in a house and what are the one's which doesn't need a permit?

Solar panels systems is a very expensive project. It's a good alternative to electricity because it's a renewable energy source. If you plan on selling any of your property, would you be willing to install a new solar panel system for the house? This will increase the asking price for the property.
