What determines salary increase?

When it comes to increasing salaries,  what is the thing that will determine how much you pay your workers? Is how long they have worked at your working place a valid point to consider when raising salaries? There was a lady that deicide to resign at her office because she got no salary raise even after working for a number of years. What do you think?

The profitability of my business is what determines my employees salary increase. The profitability of my business will be stable at least for 2 to 3 years before I'll increase my workers salaries based on percentage I'm making.

It is very important for me that if an employee works with me from the very beginning, it is clear that he will earn more than someone who came a week ago, and he may even be offended that they do the same work but earn in different ways, but this is an indicator that the owner trusts the one who works for a long time and is willing to pay more just for his loyalty
